It does. The machine can't melt the ice off fully in conditions like that. So it constantly builds ice.. The defrost are timed on newer systems like this.. Switch to emergency heat and let thaw. Then fire back up in normal heat mode. Monitor the heat pump for excessive build up. But, I'm willing to bet it's a bad board. This winter I have been replacing boards like crazy. There is really only one or 2 manufacturers that make defrost boards for HVAC manufactures.....built to their specs of course. Everything from Trane, Carrier, and Goodman....to everything in between, I have had issues with this winter. With the machine running like that; it can destroy parts. Fortunately the parts are under warranty. Keep me posted. I'll do what I can for you!

Depending on the Honeywell thermostat; there are failures. I just replaced one that was installed in March of 2020. Even though the thermostat said "heat".... it was making the heat pump run in ac mode with running back up heat. Caused ice build up like that also.
